Inferior Officers of the Customs, and particularly that class of supernumerary tidemen who are employed pro tempore, when there is hurry of business, and who, from that circumstance are called GLUTMEN … generally composed of persons who are without employment, and, being also without character, recommend themselves principally from the circumstance of being able to write.
