French historian, born at Cambrai in 1835. He settled at Troyes for the purpose of studying the books upon local history and administration of the times previous to the Revolution. He was made secretary of the Academical Society of Aube; in 1887 was elected correspondent of the Academy of Moral Science, and in 1891 was decorated with the order of the Legion of Honor. Among his works are History of Troyes During the Revolution; France and Paris Under the Directory; and Paris in 1789.
